The purpose is threefold: to enable competent builders to construct compliant systems, to prevent unsafe or misleading implementations, and to preserve the architectural integrity of continuous, physics-based safety enforcement. 1.2 Intended Audience This specification is intended for computer builders, systems integrators, research laboratories, and independent practitioners constructing local AI inference systems with embedded safety governance.
