Energy is conserved. Momentum is conserved. Charge is conserved. I propose that under admissible dynamics there exists a constrained quantity—structure—whose persistence obeys a conservation law modulo selection cost. Structure is formalized as deviation from maximum entropy under fixed energy and represented as a path-dependent functional over state space. I derive a structural continuity equation linking dissipation, energy throughput, and constraint persistence. I extend the Universal Selection Operator (USO) to adaptive multi-actuator systems and dynamic field control networks, including acoustic arrays and real-time spatial energy redistribution platforms. Conditioning-invariant control objectives, irreducibility diagnostics, and streaming regime commitment detectors are derived as corollaries of structural conservation. The framework unifies thermodynamics, information theory, cosmological residual structure, quantum irreducibility, biological scaling, and adaptive acoustic optimization under a generalized conservation principle. Energy is currency. Time is budget. Selection is cost.
