This policy brief examines U.S. engagement with Finland’s critical minerals in early 2026 and the structural factors shaping possible agreements. It analyses the shift from simple access to raw materials toward supply chain management and deep processing within the EU framework. The study evaluates Finland’s resource base in key minerals and assesses how the Russian factor affects market expectations and investment stability. A four-scenario framework is proposed to compare potential policy configurations and their implications for Finland’s strategic position.
