This paper presents a complete operational decoding of Folio 73r of the Voynich Manuscript. By applying a systems engineering approach and a modular syntax dictionary (Prefix-Root-Suffix), I demonstrate that the text is not a natural language, but a highly structured Standard Operating Procedure (SOP). The folio describes the dry distillation of ammonium chloride and alum to produce corrosive acids (Spiritus Agens / Aqua Fortis). Furthermore, this paper provides statistical proof (X2 = 30.0, p<0.00001) that the illustrations of "nymphs" act as a deterministic Graphical User Interface (GUI), where physical postures dictate the type of operator action (static input, active engagement, or dependency connection).
