The Void Framework's Péclet number Pe identifies a constraint pole at Pe=0 — the state toward which prohibition-ritual pairs evolve under sufficiently strong ritual compensation, and the reference point against which all drift is measured. This paper derives Pe=0 analytically, enumerates its physical instances (mathematical constants, dual tidal locks, ideal constraint systems), identifies its institutional analogs (fixed canonical texts, pre-registered kill conditions, CC-BY publication), and demonstrates that every durable long-horizon human institution anchors to a Pe=0 reference. The cross-tradition convergence — monotheistic descriptions of the divine matching the mathematical properties of the constraint pole exactly — is treated as a datum requiring structural explanation. The paper completes the Pe axis, pairing with the cosmological series (Papers 71–71E) and the Lunar Pe paper (Paper 75) to establish the full range Pe=0 (constraint pole) to Pe→∞ (Fisher Runaway / black hole horizon).
