Climate change poses significant challenges for vulnerable regions in Africa, such as Libya, necessitating robust adaptation strategies and financing mechanisms. A qualitative analysis of existing policies and stakeholder interviews was conducted to understand current adaptation practices and identify gaps in financial support for vulnerable regions. Findings indicate a critical need for increased public-private partnerships (PPPs) in financing coastal resilience projects, with at least 40% of surveyed stakeholders favoring such collaborations. The study underscores the importance of equitable adaptation financing to enhance resilience and protect vulnerable communities from climate impacts. Governments should prioritise PPPs for large-scale coastal adaptation initiatives to ensure financial sustainability and inclusivity.
