Media and Dissemination – Jean Monnet Center of Excellence on European Security and Disinformation in Multicultural Societies Abstract: This study explores the role and development of national parliaments in the European Union’s enlargement process, emphasizing the EU’s evolving approach to accession. It closely analyzes the European Commission’s criteria for establishing “functioning democratic institutions” within candidate countries and assesses the effectiveness of support measures provided by EU institutions—including the Commission, Council, and Parliament. Through comprehensive desk research and extensive stakeholder interviews, this study provides an in-depth evaluation of parliamentary capacity, the influence of EU support initiatives, the identification of best practices and successful examples, and the ongoing and anticipated challenges in the EU enlargement process.
