CMB two point seven two five Kelvin uniform blackbody with dipole - kinetic noise from constant radial atmiton rain collisions. Redshift from energy drag along path. Clock lag from density squeeze near mass (GPS thirty eight point seven microseconds per day). Strong-field extension: same rain explains light deflection (achromatic), Mercury precession (flux torque), Shapiro delay (path slow-down). Steady state - no expansion, no curved time, no dark energy.
