No new calculations are introduced. Relative to v1. 1. 0, this update: (i) clarifies the note-level vs programme-level scope, (ii) positions the record within the modular CCP programme, (iii) adds explicit observed-value localisation wording for the residual cosmological constant ΛΛ, and (iv) updates the curated companion-record map. This record provides a one-page, journal-neutral structural statement of the GCV framework on its GR-exact branch, together with a minimal falsifier interface and a compact map to the broader programme synthesis. Core claim. GCV realises a GR-exact structural branch in which the strictly spacetime-constant vacuum mode is gauge/flux-controlled and does not appear as a local gravitational source (not a parameter redefinition). Local dynamics remain GR-exact with a flux-fixed integration constant Λeff ₄₅₅Λeff in the Einstein equations, while the local stress-energy tensor Tμν (loc) T^ (loc) _Tμν (loc) contains only local excitations, excluding strictly constant vacuum contributions. Once Λeff ₄₅₅Λeff is inferred from late-time geometry, the background expansion on this branch is indistinguishable from flat ΛΛCDM (wDE=−1w ₃₄=-1wDE=−1). Scope. At the note level, this record states the structural backbone of the GR-exact branch: constant-mode gauging, Λeff ₄₅₅Λeff as a flux-fixed integration constant, and the EFT-level radiative-stability claim for strictly spacetime-constant vacuum contributions within the stated operator inventory. At the programme level, this backbone is combined with separate magnitude-localisation and positive-ΛΛ modules, yielding the modular CCP closure claim referenced here. What this record does not claim. It does not claim a unique UV completion, a unique continuous first-principles endpoint for ΛΛ, or a UV theorem fixing the sign of ΛΛ. In the broader programme synthesis, the observed-value result is instead a narrow UV-selected discretuum near the observed scale, and the positive sign is treated through a separate late-time viability module.
