The adoption of e-Government services among small businesses in Dakar, Senegal, has been limited despite significant technological advancements and government initiatives aimed at enhancing service delivery through digital platforms. The research employs a mixed-methods approach integrating quantitative surveys with qualitative interviews. A total of 150 small business owners were surveyed using a validated questionnaire designed to assess service access, usage frequency, and satisfaction levels. Interviews with 20 selected businesses aimed at gaining deeper insights into challenges and best practices. A notable finding is that the ease of access to e-Government services significantly correlates with user adoption rates (R² = 0. 65, p < 0. 01). Specifically, 78% of respondents reported easy access, which positively impacts their use frequency and overall satisfaction. The framework developed provides actionable insights for policymakers to design more effective e-Government strategies tailored to the needs of small businesses in Dakar. Policymakers are encouraged to implement targeted digital literacy programmes and optimise service interfaces based on user feedback to enhance adoption rates and improve business efficiency.
