AI ethics and governance are crucial for ensuring responsible development in African societies. Qualitative comparative analysis of existing literature and policy documents from various Ugandan institutions. The study identified a significant gap between the adoption of international AI ethics frameworks and local legal protections for personal data. Uganda's current governance structures inadequately address emerging ethical challenges in AI, particularly concerning privacy and digital rights.
