Abstract: Driven by both the digital economy and the construction of a transportation powerhouse, the digital and intelligent transformation of ship inspection has become an inevitable trend to improve inspection quality, ensure shipping safety, and promote the high-quality development of the shipping industry. Based on the current development status of the ship inspection industry and combined with policy requirements such as the "Three-Year Action Plan for Promoting High-Quality Development of Ship Inspection (2023-2025)", this paper systematically analyzes the practical significance and core goals of the digital and intelligent transformation of ship inspection. On this basis, it constructs a five-in-one overall transformation framework of "policy guidance - technical support - process optimization - talent guarantee - collaborative supervision", clarifies key tasks such as the construction of digital infrastructure, the application of intelligent inspection technologies, the reconstruction of inspection processes, and the upgrading of talent teams, and proposes phased implementation paths and safeguard measures. The research results can provide practical scheme references for ship inspection institutions to promote digital and intelligent transformation, and help build a world-class ship inspection service system.
