The development of appointment procedures in the Iraqi diplomatic corps and the factors affecting it

The current study sought to trace the developments that occurred in the mechanisms of appointment within the Iraqi diplomatic corps throughout the history of Iraq from independence to the present period by analyzing the legal texts and legislation that framed the work of Iraqi diplomatic missions and their employees from the monarchy period until now.The study concluded that the first stages from the independence of Iraq in 1921 until the Baath rule in 1968 did not include any legal or legislative framework for the mechanisms of appointment within the Iraqi diplomatic corps, and the actual practice at that time was limited to personal relationships and favoritism and confined to the hands of the supreme political authority or its representative, and that the first legislation A law defining the appointment mechanisms in the Iraqi diplomatic corps dates back to 1976. The study also found that the existing political quotas in Iraq after 2003, had a negative impact on the appointment mechanisms in the Iraqi diplomatic corps, and that the legislative laws that frame the appointment mechanisms in the Iraqi diplomatic corps have remained unchanged since 1976.
