The purpose of this study is to examine the factors that enable and hinder the implementation of Oplan Ligtas na Pamayanan (OLP) as a community-based fire prevention program. OLP of the Bureau of Fire Protection (BFP) served as the flagship program of the organization to increase fire protection at the level of the grassroots. Nevertheless, reports represent a correlation between the implementation of the OLP and decreased incidents of fire, fire problems in inhabited zones, consistent to seriously threaten the safety of the citizens. The research explores components impacting program execution employing a case study method. It includes qualitative data obtained by semi-structured interviews with primary informants who act as implementers of the program. Results show that the budget limitation, restricted manpower, and society engagement impact the execution of the program. Primary implementers depend on individual funds and initiatives of barangay officials, while the effectiveness of the program depends on the participation of active local leadership. Despite the myriad difficulties that hindered program execution, it was crucially executed because of the active participation and sustain of the primary players.
