We present a falsifiable framework for physics without fundamental time. From five relational axioms on a configuration space Ω, Newton’s second law, conservation of energy, the cosmic speed limit c, and Einstein’s field equations are recovered as geometric theorems. The three-body problem reduces to geodesic flow on a 2-sphere S², whose quantisation yields the rigid-rotor spectrum Eₗ= (ℏ²/2I) l (l+1) — exactly solvable where the classical problem is chaotic. Five framework formulas are proposed, including the Connectivity Force Law F=−∇ (ln κ) and the Geometric Relational Hamiltonian Ĥ_Ω. The first base-12 digit search for physical constants in π reveals an asymmetry: electromagnetic constants appear earlier in base-12 π, cosmological constant later. Ancient precedents in Mohist relational physics and Daoist cosmogony are formally mapped to the axiom system. Four falsifiable predictions proposed.
