Abstract:The globalization of academic dissemination should not merely mean alignment with the West; it should also represent the interconnection of knowledge across the Global South. Journal of Vocational Education (ISSN 3080-8049, eISSN 3080-8057, CODEN: ZDABBU, DOI prefix: https://doi.org/10.66106/zdabbu) has recently been officially indexed by the Open Ukrainian Citation Index (OUCI). Developed by the Ministry of Education and Science of Ukraine and the State Scientific and Technical Library of Ukraine, OUCI is an open access academic search engine and citation database built upon Crossref's Cited- by service and the Initiative for Open Citations (I4OC). This is not merely an event of a Chinese journal being indexed by an Eastern European database; it is a global practice through which Chinese vocational education knowledge reaches emerging markets via open science infrastructure. Beyond the academic evaluation system dominated by Scopus and Web of Science, OUCI represents a more inclusive, transparent, and non-commercial path for knowledge sharing. The journal’s indexing by OUCI signifies that Chinese vocational education research has begun to proactively embed itself into the global open science network, establishing knowledge exchange with emerging market countries. This article, from the perspective of“ knowledge democratization,” elaborates on the journal's strategic logic and global significance in choosing OUCI.
