We propose a structural framework linking the Riemann Hypothesis and Montgomery’s GUE conjecture through modular decomposition and non-abelian spectral geometry. In this approach, the emergence of GUE statistics is interpreted as a manifestation of non-commutative spectral curvature, while the critical line arises as a symmetry-fixed locus under modular duality.
