This research introduces AICOS® (AI Cognitive Operating System), a Governance-First Institutional AI Infrastructure designed for banking, finance, and high-stakes enterprise environments. The paper proposes a new AI category: “AI Trust Infrastructure,” centered around replayable institutional intelligence, deterministic governance, uncertainty-aware reasoning, and Human-Final Authority. Unlike conventional black-box AI systems optimized primarily for prediction and automation, AICOS® focuses on institutional trust, replayability, auditability, governance visibility, and accountable decision architectures. The study introduces multiple foundational concepts including: • Governance-First AI Systems • Replayable Banking Intelligence • Deterministic Replay Infrastructure • Human-Final Institutional Authority • AI Trust Infrastructure • Decision Governance Mathematics • Decision Physics and Institutional Thermodynamics • Uncertainty-Aware Institutional Reasoning • Constitutional AI Infrastructure The paper further explores the limitations of traditional banking AI systems under inflationary and operationally heterogeneous financial environments, particularly within emerging banking ecosystems. AICOS® proposes a transition from static credit scoring toward dynamic institutional cognition capable of integrating operational visibility, behavioral analysis, uncertainty propagation, and governance-aware financial intelligence.
