GenesisOS is a constitutional runtime architecture research framework focused on governed operational cognition, deterministic governance, runtime continuity preservation, semantic lineage infrastructure, telemetry-aware stabilization, and bounded advisory AI orchestration. This working paper proposes a federated operational ecosystem in which deterministic systems remain authoritative while generative systems operate within constitutionally constrained advisory boundaries. The architecture introduces continuity-preserving runtime governance structures designed to support long-duration operational environments requiring auditability, validation authority, subsystem federation, persistent operational context, and continuity-aware orchestration. Within the proposed framework, Nissi functions as the governed operational execution ecosystem, while specialized constitutional faculties including Sentinel, Exegesis, Scribe, Truth Core, and Wisdom Core provide diagnostics, governance continuity, semantic organization, validation authority, and bounded reasoning support respectively. The paper argues that operational cognition differs fundamentally from conversational AI interaction because operational ecosystems require persistent runtime identity, deterministic validation, governance continuity, semantic traceability, and telemetry-aware stabilization across evolving runtime states. This publication does not propose unrestricted autonomous intelligence systems.
