Anbar Governorate faced one of the fiercest extremist attacks in its history in 2014، and state institutions collapsed in the face of ISIS، with the exception of some areas، which prompted the province’s residents to leave as displaced persons to other Iraqi cities. This wave was not born of its historical moment، but rather came as a result of a major failure in state administration، and an almost complete absence of the foundations of governance and good governance، along with political، economic، cultural and social circumstances that contributed to the birth of this organization. However، Iraqi efforts combined with the international coalition to eliminate this organization، but the problem of extremism remains unless the problem is addressed from its roots. Therefore، the responsibility of addressing the causes of this phenomenon on the political، economic and cultural levels falls on the local government and all segments of society.The importance of the study lies in the fact that it addresses the phenomenon of violent extremism, with the aim of achieving a safe society in which equality, security, and social justice are achieved, in order to preserve the present and future of generations. Perhaps it will find practical application by the responsible authorities.
