This paper is part of a coherent research program developing an informationally emergent physical framework. P24 introduces the concept of ristage networks as a coherence-driven discrete architectural model for organizing informational dynamics across multiple scales. The paper formalizes how layered stages of informational processing and coherence selection give rise to stable hierarchical structures within the discrete substrate. The proposed architecture clarifies how complex informational organization can be achieved through iterative coherence constraints, providing a unifying structural framework for understanding multi-scale emergence, dynamical stability, and effective physical behavior developed throughout the subsequent papers.
