This document describes ARCA — a conceptual architecture for a new generation of electronic recordsmanagement in the Swiss federal administration. ARCA is neither a product nor a piece of software.It is an architecture concept built on established standards and insights, charting a path toward aninstitutional memory that builds itself automatically, reliably, and in full legal compliance. ARCA stands in direct continuity with the eCH Architecture Vision 2050 (eCH‑0279), the GEVER Sub‑Strategy of the federal administration (January 2025), and the CTO Framework (Contractual Task Or‑chestration, Jenzer 2026). It extends these works with a specific answer to one question: How can ar‑tificial intelligence systematically overcome the structural weakness of today’s records management— chaotic, inconsistent, and barely traceable dossier maintenance?
