This working framework provides a reusable method for evaluating signed-language writing systems, encodings, standards, tools, datasets, and representation proposals at the layer they actually address. It separates human writing, written convention, written units, spatial and compositional organization, technical text models, encoding, text operations, layout, rendering, tooling, literacy practice, governance, and stewardship before judging claims. The framework preserves useful layer-level insights while identifying full-path overextension, evidence mismatch, authority conflation, data-object collapse, and unmet infrastructure requirements.
