Integration v. Regulation? On the Dynamics of Regulation in the European Community

A couple of years ago, an influential French newspaper ran a series of articles denouncing the ‘ultra-liberal’ ideology of the 1992 programme. The emphasis laid on market integration, it was feared, would gradually compel Member States to lower their regulatory protection in a growing number of areas, ranging from consumer protection to social policy (...).
