Land management is an important and integral part of the system of agricultural production and ensuring food security of each state. The specifics of the formation and use of land resources dictates the use of special approaches to the process of managing them. These circumstances determine the relevance and importance of the study. The aim of the study is the formation of the basic principles of land management in the agricultural sector. Land resources in the agricultural sector simultaneously act as an object of state and economic management. It is important to ensure the preservation of the fertility of productive land resources, environmental safety, and also to increase land use efficiency. The circumstances presented determine the relevance and importance of the study. The article presents a historical assessment of the regulation of land resources in the agricultural sector of Russia, outlines the main stages of the formation and development of land relations in Russia, a comparative analysis of land management in Russia and foreign countries is carried out. The theoretical aspects of the economic regulation of land relations in the agricultural sector are presented. The prerequisites for the development of agricultural production in Russia based on their existing land resources are justified. The theoretical methodological base of the study was formed on the basis of the works of scientists on the problems of land management in the agro-industrial complex, normative and program documents, materials on the problems of improving the land management system in the agro-industrial complex, and the results of our own research. The study concluded that the organizing role in the regulation and management of land resources should be assigned to the state, and the market mechanism is developing within the framework of the relevant land legislation and in the national interests of society.
