On September 19, 1990, the Institute of Medicine of the National Academy of Sciences released a comprehensive report on drug-treatment programs.* The legislation authorizing the report had asked for recommendations on support for the rehabilitation of drug abusers. To satisfy this charge, the institute appointed a committee whose areas of expertise ranged from insurance administration to pharmacology.
