Clearly, student learning depends on how the available time is used, not just the amount of time available. Researchers at the Far West Laboratory initiated the idea of' Allocated Academic Learning Time in the Beginning Teacher Evaluation Study (BTES) (Fisher, Filby, Marliave, Cahen, Dishaw, Moore, & Berliner, 1978).
