A basic standing building survey of the listed Category A Lower City Mills, Perth (LB39578) was undertaken which recorded both the interior and exterior of the building along with the surviving mill machinery. Although interpretation of historic features was complicated by significant refurbishment work undertaken in the 1980s, the survey underlined the building's complex history. When the features visible in the fabric of the building were considered alongside 18th and 19th century map sources several phases of building were apparent, the most significant being a period of construction in the early 19th century after a fire in 1803. Earlier features likely dating to the 18th century were also noted. Further, possibly earlier, phases are almost certainly present that could not be confidently dated as part of this survey.
