Currently, the country’s food self-sufficiency has been achieved, but it is largely based on imported means of production and technologies. The introduction of harsh sanctions by unfriendly countries and the conduct of a special military operation sharply limited their entry into Russia, there was an increase in prices for all imported goods necessary for farmers, which caused significant problems for agricultural enterprises, processing enterprises, etc. Hence, there is an urgent need to overcome the technical and technological gap as soon as possible and ensure economic and food security on the basis of own means of production, that is, real fundamental food security. Cardinal modernization of the agro-industrial complex will seriously increase its efficiency and competitiveness. However, it must be carried out with a scientifically sound strategy with the integrated implementation of interrelated and complementary activities. This has become the subject of consideration in this study.
