The article highlights one of the most urgent problems today, the protection of the civil population in the conditions of modern war. The main requirements of the new regulatory documentation regarding the construction and reconstruction of protective structures were analyzed, as well as the possibility of changes to the existing safety regulations regarding the creation of safe rooms in residential buildings. The reasons for the non-compliance of existing shelters with the requirements of the population have been determined. The experience of setting up a safe space in the countries of the world is analyzed. The purpose of this study is to develop proposals for arranging a conditionally safe space on the floors of existing residential buildings. Methodology. Theoretical research methods, analysis of current regulatory documentation, articles in specialized publications, experience of countries around the world and the war in Ukraine were used. The results. The volume-planning structure, structural features of residential buildings were analyzed in terms of the presence of areas on the floors where the degree of severity of damage to the population can be minimized. To ensure the possibility of creating a safe space on the floors of residential buildings, a state program should be organized for representatives of co-owner associations to receive interest- free loans. Conclusions. Safe areas on the floors where apartment residents can be during air raids and rocket fire are identified, which are used in multi-story brick, monolithic and frame-monolithic buildings, in the elevator hall (monolithic concrete structure), as well as after carrying out a number of measures to strengthen the protective properties of structures walls and ceilings, internal monolithic stairwells and outside apartment corridors. Practical significance. The research results can be used in practice to equip conditionally safe premises of existing residential buildings
