The European landscape convention and the question of public participation

This paper explores some of the implications for policy-makers and administrators of introducing effective public participation in landscape protection, management and planning in accordance with the European Landscape Convention. The paper discusses justifications for public participation and what participation entails, and engages with the questions of who is entitled to participate and whether there are landscapes that participation does not apply to. The article then suggests different forms that participation may take. It presents two typologies of participation and what they imply for public participation in practice. Examples from Norway are taken as illustrations.
