This paper summarizes the experiences of the software requirements team on the Command Center Processing and Display System Replacement (CCPDS-R) program. The CCPDS-R program involves the development of large amount of command and control software while using a new approach to the entire software development process. The major challenges that the software requirements team faced include: performance constraints, dealing with uncertainty in a fixed price development environment, and incompatibility of the required deliverable documentation (as specified in DODSTD-2167) with real project needs.
