GTMUR v1.1 presents the certified representation-transport and packet-search bridge of the Omega stack. It governs typed representation change, descent-compatible transport certificates, loss ledgers, comparison coherence, and transport obstruction classes without promoting transport into authority. The release aligns with the current Canonical Omega Math Spine and GTLA v1.2. Its public bundle includes a minimal Lean 4 replay project for the concrete GTMUR-T02 bicategory-coherence and GTMUR-T07 transport-obstruction sources.Authority in a target regime still requires target terminalization and the target `IsAuth` predicate.
