Under prevailing conditions, there is no part of the science of hydrology which is more important than the quantitative analysis of drought runoff of streams. Increasingly, the most important aspect of a comprehensive water resources plan is apt to be water supply, and the most important hydrologic determination is the amount of runoff to be expected over a period of years during future prolonged periods of drought.
