Quantum fluctuations in nuclear systems are shown to cause structures in space and time near to and far from the equilibrium. Some of them have collective properties. The collective states at high level densities are dissipative or dynamical structures in contrast to the well known collective states at low level densities. The existence of this new type of collective state can be proved by lifetime measurements.
