Abstract

Uganda has implemented regional monitoring networks to mitigate energy sector risks, but their effectiveness is uncertain. A randomized field trial was conducted to assess the performance of regional monitoring networks, focusing on data collection methods and stakeholder engagement strategies. The field trial revealed that a specific proportion (75%) of monitored incidents were accurately reported by network participants, with an uncertainty margin of ±10%. While initial results show potential for enhanced risk reduction, further validation is required through additional trials and stakeholder feedback loops. Enhanced training programmes should be implemented to improve data accuracy, alongside more frequent monitoring rounds to capture emerging risks.
