Abstract

Modern operational systems — mobility, energy, hydrology, agriculture, aerospace, industrial systems, maritime systems, cyber‑physical systems — operate in silos. Each domain has its own controllers, safety rules, timing assumptions, arbitration logic, override behavior, and operational envelopes. This fragmentation produces nondeterministic cross‑domain behavior, timing divergence, unsafe operational interactions, unpredictable multi‑agent coordination, cascading failures, and un‑auditable operational outcomes. This paper introduces Lume‑Ops, the first deterministic, cross‑vertical operational governance substrate. Lume‑Ops unifies multi‑agent coordination, cross‑vertical arbitration, operational safety envelopes, deterministic scheduling, timing correction, override behavior, and certificate‑level auditability across the entire DAIGS ecosystem — Lume‑Auto, Lume‑Aero, Lume‑Grid, Lume‑Hydro, Lume‑Geo, Lume‑Civ, Lume‑Ind, Lume‑Env, and Lume‑Space. Where Lume‑V decides what should happen, Lume‑Ops decides how it happens safely across all verticals. Together, they form the first deterministic cognition‑to‑execution stack.
