Proactivity in the budget regulation mechanism

Subject. The article explores the mechanism of budget regulation and proactivity principles. Objectives. The paper aims to contribute to the development of the theory of budget policy and budget regulation by identifying the features of proactive regulatory mechanism. Methods. The theoretical and methodological basis of the research is the works of scientists devoted to issues of public finance, in particular, budgetary federalism, State economic policy and State regulation. Furthermore, the study applies general scientific methods, i.e. comparison, generalization, analogy. Results. The paper unveils the signs of proactive mechanism of budget regulation, gives comparative characteristic of traditional and proactive mechanism. It also formulates the author's vision of the degree of implementation of proactive elements in the mechanism of budget regulation in the Russian Federation, identifies the weaknesses of the latter, and possible ways to improve in the direction of proactivity. Conclusions. The introduction of proactive elements into the mechanisms of State regulation, including budget regulation, seems to be a promising direction for the transformation of the State economic policy. The ways of improving the budget regulation, formulated in the paper, may serve as the basis for further theoretical research in this area, and the activities of public administration bodies.
