The relevance of the topic under discussion is determined by the fact that issues related to the development of the administrative mechanism for implementing the renovation programme, aimed at ensuring the efficiency of housing stock reproduction and expansion in the region, are directly linked to the mechanism of the renovation programme’s implementation. This constitutes an integral part and necessitates the application of a systemic approach. In this article, the author examines the administrative mechanism as a regulatory mechanism, as well as a system of levers that enable monitoring the quality of work carried out during the implementation of the renovation programme, including overseeing the execution of the institutional mechanism. Two levers that constitute the regulatory mechanism for the implementation of the renovation programme are considered: the lever of quality compliance and the lever of control over the execution of the institutional mechanism. Six stages of construction quality control carried out by the Moscow Renovation Fund (hereinafter referred to as the Renovation Fund) are described. The conclusion is drawn that it is crucial to adhere to the regulatory mechanism during the implementation of the renovation programme, as it not only impacts the creation of a fundamentally new urban environment but also the safety of future residents participating in the renovation programme.
