The article focuses on current problems and limitations in the activities of executive state authorities in terms of the development of urban agglomerations, using the example of the Yekaterinburg urban agglomeration. The article presents the results of an analysis of the contribution of the urban agglomeration to the development of the region. It also provides examples of barriers in terms of legal regulation of urban agglomerations. The article emphasizes the need for legal regulation at both the formation stage and all stages of development of urban agglomerations, as well as the formation of a system of management bodies for urban agglomerations, which will contribute to the sustainable development of new economic growth points.
