Legal Establishment and Development of the Northern Sea Route

The main goal of the article is to show stages of discovery and development of the Northern Sea Route, describe its establishment on the legislative and economic level. The paper reviews prospects of the new strategy of development of this region, where one of the main goals is a change of living conditions in the Arctic for the better, and stages of elaboration of new scientific technologies applied at transportation of a broad range of cargo, extraction of resources, the implementation of which is as complex as space exploration. The author shows changes in the foreign policy of Russia that should aim at multipolarity for the development of this region, attraction of cutting-edge technologies and global investors subject to predominant consideration of interests of indigenous small-numbered peoples.
