The article deals with the problems related to the category of «an act of international terrorism» (Article 361 of the Criminal Code of the Russian Federation). Comparative legal analysis allowed us to formulate the author's approach in relation to the title of Article 361 of the Criminal Code of the Russian Federation. The author proposes legislative amendments to the norm providing for criminal liability for an act of international terrorism.
