The objectives of this investigation is to conduct an analysis of the paradigm of change in New Public Management, through a documentary methodology with a qualitative focus. Aspects of New Public Management in the processes of modernization and reform of public administration are analyzed through the specialized bibliography for the case study of Costa Rica and El Salvador through the application of neogerential trends, it is observed that the efficiency and quality of resources in the public administration of Costa Rica and El Salvador.
