The article deals with the content of the legal status of foreign citizens who stay in the territory of the Russian Federation. Groups of rights and obligations of foreign citizens are defined; the main problematic areas in the field of control over migration flows are shown. The issues of labor migration and the implementation of labor activity by migrants on the territory of Russia are investigated. Judicial practice is considered and statistical analysis prepared by the Migration Department of the city of St. Petersburg concerning violations of migration legislation is presented.
