The article considers the most interesting aspects of managing Russia's industrial potential as a way to strengthen its sovereignty. Industrial potential is presented as a complex of interrelated opportunities, including such components as innovation, human and production potential. The synthesis of these potentials in combination with the economic characteristics of the macrosystem analysed in the paper represents the industrial potential, the maintenance and increase of which will further strengthen the growth of the Russian economy and ensure sovereignty and independence from the economies of other countries. The presented article considers a number of directions for the development of the country as a whole and the growth of its industrial potential. The industrial potential is considered as multilevel (at the level of the country, region, industry, individual enterprises), with the potential of industrial enterprises as the basic one. It is proposed a modular approach to assessing and managing the potential formed by industrial enterprises in order to increase the industrial potential of Russia. The application of the modular approach makes it possible to determine private and integral risks in the process of industrial enterprise management, and further to measure and manage them.
