The legal order, as a multi-component category, has universality for various organizational and legal models of protecting individuals, society and the state from unlawful encroachments, and characterizes the state of security. The balance of this protection, both inside and outside the state, should be achieved through high-quality interaction of state structures among themselves, as well as with civil society. The article notes that today such interaction is carried out in addition to traditional methods and forms, also through the latest information technologies. Digital technologies have received legal identification in various regulatory legal acts, and their application in public administration is steadily growing. This is reflected both in the degree of informatization of the management decision-making process and at the level of digital transformation of police law enforcement activities. The author notes that the situation centers, which serve as a platform for making managerial decisions in the Ministry of Internal Affairs of Russia, are capable of performing complex analytical calculations, but they can hardly be called perfect. Because the optimal balance between digital transformation and ensuring human rights and freedoms can be achieved only with consideration and in-depth study of the possible risks associated with the use of digital platforms in police activities.
