Advocacy is one of the most powerful functions of non-profit organizations, enabling them to shape policies, public opinion, and social norms. This Teaching Paper presents a structured framework for designing and implementing NGO advocacy strategies that connect issue definition, goal-setting, stakeholder mapping, message framing, tactical choices, and monitoring. Drawing on research in advocacy studies and practical insights from non-profit practice, it emphasizes the importance of adaptive design—balancing technical expertise with grassroots legitimacy. A case study illustrates application in education policy reform, while the resource as a whole equips practitioners, scholars, and students with a replicable tool for building strategic advocacy campaigns and reflecting on risks, limitations, and long-term sustainability.
