Early childhood education (ECE) is a critical foundation for children's learning, health, and social development; yet its organization and delivery vary widely across contexts. This comparative narrative review examines ECE systems in Pakistan and Indonesia, two populous nations facing similar challenges of equity, quality, and sustainability. Drawing on recent peer-reviewed studies, the review compares governance structures, delivery models, curricula, teacher qualifications, financing, and accountability mechanisms. Findings suggest that Indonesia has adopted a more decentralized, community-based approach, embracing local cultural traditions and character education, whereas Pakistan’s more centralized framework is hampered by inadequate resources, fragmented governance, and underqualified staff. Both countries face persistent access gaps, particularly in rural and disadvantaged areas, and both struggle with mismatches between policy intentions and classroom realities. Evidence highlights that well-trained teachers, supportive home environments, and culturally relevant curricula are key drivers of improved outcomes. Overall, the review concludes that sustained investment, stronger professional development, and more inclusive governance are essential, as ensuring equitable access to ECE yields significant long-term returns.
