This paper presents a reinterpretation of Planck’s radiation law within the framework of the Spectral Confinement Model previously proposed to describe the neutron as a source of gamma radiation. Here, quantization emerges naturally from the physics of confinement rather than as a postulate. The suppression of high-frequency radiation, responsible for the resolution of the ultraviolet catastrophe, is shown to arise from the growing difficulty of releasing energy that is deeply confined in the spectral structure of matter. The same principle that governs nuclear gamma emission also explains thermal blackbody radiation, providing a unified physical picture in which matter and light are two regimes of a single confined electromagnetic field.
