This project provides the final theoretical synthesis for the Quantum-Logical Ladder (QLL) framework, reconciling non-conservative gravitational anomalies with a discrete scaling principle. We formalize a universal Scaling Rule governing transitions between four hierarchical Structural Classes, providing a deterministic mechanism for observed anomalies including the 13.46 mm/s flyby residuals and the 95.1% structural correlation in Gaia DR3 wide-binary systems. This work establishes a lattice-defined Elastic Limit (approximately 0.049) as a foundational constant for information-theoretic gravity.
